Explain what popular education offers to union democracy and power.

Democratic teaching for democratic organizing...

Building capacity for collective action...

Note that self-organization is the key and even traditional teaching/learning techniques can be useful in the process of democratic organizing and building capacity. Why? Because the key is that the learners are using the education in a process that they control where they are building capacity and power. The problem is they are not best suited to that goal because they rely on a very different model -- top down, expert driven, banking, etc. And this can work against the group's goals, contributing to a culture that undermines participation and development...
